The EII Eleven Orders of the Digital Enterprise
For the Guardian of the Digital Enterprise
Authority β’ Accountability β’ Vigilance
These are the Eleven Orders of the Digital Enterprise.
They are not aspirations.
They are obligations.
Every guardian who accepts responsibility for the digital mission accepts these orders.
Order 1: Take Charge
To take charge of the digital mission entrusted to me and to protect the systems, information, identities, people, and intelligent capabilities within my responsibility.
Order 2: Remain Alert
To remain continuously alert, observing changes in condition, behavior, dependencies, threats, vulnerabilities, and signals that may affect Enterprise Digital Wellness or Mission Readiness.
Order 3: Report and Document
To report and document violations, anomalies, failures, material conditions, and unauthorized activity that I am responsible to identify, without concealment, convenience, or unnecessary delay.
Order 4: Preserve Integrity
To preserve the integrity of communications, evidence, telemetry, logs, alerts, and knowledge required by those responsible for protecting and operating the enterprise.
Order 5: Relinquish Properly
To relinquish access, authority, responsibility, or control only when properly transferred, acknowledged, and accepted by an authorized person or system.
Order 6: Honor Legitimate Authority
To receive, understand, execute, and properly transfer only those directives that originate from legitimate authority, and to ensure that delegated human or machine authority remains within its approved boundaries.
Order 7: Use for Authorized Purpose
To access, use, disclose, modify, or permit the use of information and digital resources only for an authorized purpose consistent with the mission, policy, privacy, security, and professional obligations of the enterprise.
Order 8: Raise the Alarm
To raise the alarm when cyber events, technology failures, AI behavior, loss of integrity, operational disruption, or changing enterprise conditions threaten people, operations, trust, or Mission Readiness.
Order 9: Seek Guidance and Escalate
To seek guidance and escalate whenever existing instructions, policies, automation, or authority are insufficient to address a material condition, rather than allowing uncertainty to become unauthorized action.
Order 10: Preserve the Chain of Accountability
To preserve the chain of accountability by ensuring that consequential decisions have identifiable authority, evidence, ownership, and responsibility, whether the decision is made by a human, an automated system, or an AI agent.
Order 11: Be Especially Watchful
To be especially watchful when uncertainty is high, autonomy is increasing, or trust cannot be demonstrated; to challenge every identity, process, system, agent, request, and action that cannot establish proper authority, purpose, and justification.
These eleven orders govern the guardian.
They bind authority to purpose.
They bind capability to accountability.
They bind action to evidence.
When the order is unclear, the guardian escalates.
When the authority is uncertain, the guardian challenges.
When the trust cannot be demonstrated, the guardian withholds reliance.
This is the discipline of the digital enterprise.
