EII Research Intelligence Commons™
The governed, AI-driven research operating environment for universities, research institutions, and other organizations approved by EII leadership.
A governed research environment, not a public tool
The Research Intelligence Commons is a paid institutional subscription service within EII. It is not a general public benefit or a standard individual-member feature. Access is provided to higher-education institutions and other organization types authorized by the EII Board and approved by the Executive Director or properly delegated executive authority.
Governed Access
Every institution undergoes eligibility review and executive approval before provisioning. Payment alone does not activate access.
Strict Tenant Isolation
Each institution operates in an isolated tenant. Confidential research is never visible to EII governance roles by default.
AI Evidence Lab
Governed AI tools retrieve only authorized information. Every response includes citations, evidence boundaries, and human-validation flags.
Who may apply
The service is intended primarily for the following organization categories. Other categories may be authorized by the EII Board.
Institutional approval sequence
An organization must not receive access merely because it has submitted payment. The full approval sequence must be completed before tenant provisioning.
Configurable institutional plans
Plans are database-driven and configurable by EII governance. Pricing is not publicly displayed until an authorized EII administrator approves and activates it. Each plan supports configurable user seats, researcher seats, student seats, storage, AI usage, project limits, integration access, SSO/SCIM, reporting, grant management, and support levels.
Institutional Research Core
Foundational tier for single institutions beginning their research intelligence journey.
Institutional Research Enterprise
Expanded seats, AI usage, and integration access for active research offices.
Research Consortium
Multi-institution collaboration with consortium participation enabled.
Strategic Research Partner
Highest tier with dedicated support, SSO/SCIM, and grant management.
Founding Academic Pilot
Limited-time pilot tier for founding academic partners.
Pricing not yet public. Pricing for each plan is configured by EII governance and activated only after executive approval. Contact EII for current pricing.
Grant-funded subscription waivers
A controlled process allows an institutional subscription to be partially or fully waived when supported by an approved grant. A waiver may be approved only by the EII Executive Director, the EII Board, or another EII officer with documented delegated authority. Platform administrators may process an approved waiver but may not authorize one unless they separately hold an authorized approval role.
Separation of Duties
When the Executive Director is the requester or an interested party, Board approval or approval by a delegated disinterested authority is required. A requester cannot approve their own request.
Financial Transparency
Partial waivers clearly calculate standard value, grant-paid amount, waived amount, institution payable, and remaining balance — preserved for grant reporting and audit.
A waiver must not:
- • Create a permanent free subscription
- • Continue beyond its approved term
- • Automatically renew
- • Override organization eligibility
- • Remove contractual or security requirements
- • Give access outside the approved plan
- • Circumvent tenant isolation
- • Be activated without recorded authorization
Governed AI research tools
AI retrieves only information the user is authorized to access. Every AI-generated research response includes linked citations, DOI identifiers when available, evidence boundaries, conflicting evidence, limitations, and a visible AI-assisted; human validation required status.
AI must not autonomously approve:
Ethics/IRB decisions, grant submissions, funding awards, research publication, authorship, employment, intellectual property, institutional risk acceptance, or subscription waivers.
Configurable research connectors
Third-party integrations remain disabled until valid credentials, agreements, and licensing rights are configured. We do not imply partnerships, licenses, or agreements that have not been formally established.
Production-grade security
Initial release scope: The Commons stores research metadata, authorized working documents, and links to approved institutional repositories. It does not accept raw regulated, human-subject, export-controlled, or similarly controlled research data until a separate institutional security and compliance configuration has been approved.
